The State of Texas is a fierce enemy to fight. While it does from time to time collect the guilty and justly prosecute them for their sins, innocent Texas citizens get processed for reasons that lack any merit all the time. I have fought overzealous prosecutors, crooked cops, and lying witnesses. I have taken on cases where these three things converged together. When the stakes are high, I do not let the prosecution walk all over my clients. Consider my following accomplishments:
- I caused a felony District Judge to lawyer up during a high-profile murder case;
- After getting a 25 to Life drug case dismissed, I uncovered an evidence scandal that caused a corrupt cop to lose his job, resulted more than 142 cases being dismissed in Harris County, and ultimately lead the the fall of DA Devon Anderson.
- I walked a man charged with aggravated robbery despite impossible circumstances, including-
- An allegation of gang membership;
- A violent shootout at a game room;
- Multiple eyewitnesses;
- Facial tattoos, including a bullet on the defendant’s forehead;
- Experienced homicide detectives testifying; and
- An active HPD officer sitting on the jury.
A “Not Guilty” Verdict was secured in less than 15 minutes.

Handled the medical forensics in a shaken baby case against IC and obtained an acquittal.

Secured dismissal in a white collar case against PB who was accused of stealing $20,000 from a charity.

Represented DB in a drug case. Discovered Harris County Precinct 4 was illegally tampering with evidence in a systemic fashion. Dismissal in DB’s case caused the Precinct to be audited. The audit produced an indictment for tampering with evidence (with a ‘no action’ indictment) and forced 100other cases to be dismissed. Currently there are approximately 7700 cases in post convicted status that have potential brady claims attached to them due to the audit.

Obtained a dismissal for OF who was charged with aggravated sex assault of a child for speedy trial violations.

Represented VB in a ABT gang killing. Discovered that the prosecutor’s ‘lay witnesses’ were in fact paid FBI informants. Prosecutor lied on the record to the Judge about the status of witnesses and the payments made to them. Filed a motion to dismiss for prosecutorial misconduct and litigated it in Court.
Major Case Wins From Paul
State of Texas v. TS
This trial case involved a multiagency task force sex sting. Federal Agents posed a decoy child and lured TS to the scene of the sting. During discovery, law enforcement claimed that they had an online chat thread between the decoy and TS, where TS allegedly solicited sex from a minor. After investigating the digital forensics, the linguistic aspects of the confession, and the credibility of the agents, the case was dismissed the day before trial.
State of Texas v. MM
This trial case involved game room shootout. MM was accused of robbing a man at gunpoint. This resulted in a shootout between MM and game room patrons. MM went to trial and was afforded the opportunity to cross examine his accusers. The jury-which consisted of an active HPD officer- found the witnesses to be not credible and acquitted MM.
State of Texas v. IC
This trial case involved “shaken baby syndrome”, where IC was accused of causing abusive head trauma to an infant child. Mr. Morgan’s role in this trial was to challenge the forensic reliability of the state’s doctor. The jury considered all the evidence- including the junk “shaken baby” science – and acquitted IC.
Ex Parte B-
Mr. Morgan is proud to have represented Ms. B, who was found “actually innocent” in her 11.09 writ of habeas corpus. She is one of the rare few who enjoy becoming an exoneree after suffering over 30 years of collateral consequences from her conviction. She now is now free and her record is cleared of this miscarriage of justice.
